Two lines are perpendicular if the slope of one is equal to the negative reciprocal of the other. So in this case, the slope of (b) is 3 and the slope of (c) is -1/3, which is the negative reciprocal of 3. Therefore they are perpendicular.

Perpendicular lines have slopes that are opposite recipricals of each other which means a line y=(a/c)x+b would have a perpendicular line y=(-c/a)x+b

you have to look at the slope (the number associated with x) and not the y-intercept. Perpendicular slopes are opposite recipacals of each other. Opposite means one is positive and the other is negative. Recipacal means flipping the fraction upside down. (3/1 would be 1/3). So the only two that fit this are lines b and c.
